Woodrow Wilson, the 28th President of the United States who led the country through its World War I efforts, signed this document dated October 14, 1915 making a military appointment to the rank of “Captain of Engineers in the Coast Guard.” Wilson’s efforts to promote peace through his idea for The League of Nations led to Wilson being awarded the Nobel Peace Prize in 1920. 20 X 16.
