Naval signers include Vice Admirals and or Commanding Officers Thomas Combs (Commander Eastern Sea Frontier and Naval adviser at the United Nations), William Rayborn (Director of Polaris Program), Oliver H. Perry Jr. (USS Theodore Roosevelt), James Osborn (USS George Washington), Edward Beach (USS Triton), Rear Admiral W.R. Swedberg III (Superintendent US Naval Academy); Marine Corp. Generals Robert Barrow, Lemuel C. Shepherd Jr., David Shoup, Colonel Julia E.
